Skyrim is certainly a lot prettier but it lacks in everything else, from its quests to It’s RPG mechanics like skills and attributes.
Skyrim is good because it lets you do just about anything. Just beat Outer Worlds and I’d say probably Fallout 4 just because the open world with mods makes it way more replayable, but Outer Worlds has really great stories that you should definitely check out when you can. The writing is way better in Outer Worlds, but pretty much everything else is better in fallout 4.
